Clearwater County in west-central Alberta is building a county-owned Open Access fiber network to deliver reliable, high-speed connectivity across a large rural area—while enabling competition and protecting long-term public value.

Facing unreliable broadband and limited provider choice, the County adopted a multi-year Open Access strategy that separates infrastructure ownership from service delivery. The result: shared fiber infrastructure, multiple ISPs, and 24/7 operations without scaling County staff.

### [#22 Open Access Comes Alive at Network X Paris](https://insights.cossystems.com/cos-advent-calendar/22-open-access-comes-alive-at-network-x-paris)

At Network X 2025 in Paris, the [Broadband Forum Innovation Demos](https://www.broadband-forum.org/video-insights/2025-innovation-demonstrations-overview/) served as a powerful stage to demonstrate what open access looks like when it actually works. For us, this was a great opportunity to demonstrate our platform and automation in action—not as theory, but as a live, end-to-end customer journey.

The demo showcased Fixed Access Network Sharing, where multiple virtual network operators share the same physical infrastructure while remaining fully isolated at the service level. Each operator ran on its own virtual OLT instance, while the infrastructure provider retained full visibility and control across the network. All of it orchestrated automatically, using open standards.
